Do the rebels or whatever we are calling them have a centralized command structure?

Have they coalesced around any single leadership?

Significant. It's a proper fighting force equipped to challenge the Turkish forces. 

 

We have no reason to believe they're involvement is any more than diplomatic support for the government. 

 

There is a very real split among the western allies. The more pragmatic ones are afraid of a long conflict in Turkey destabilizing the entire region and thus can support the President to resolve it quickly. The more ideological allies recognize that the rebels are much more in line (at least in theory) with democratic ideals.

Not yet. ((OOC: They'll contact you when there is, they are desperate for American support.))

Are the military and police backing the government or the rebels?

Do we have the ability to find out if Russia is sending or plans to send guns and ammunition to the Turkish Government?

Are all Kurdish forces backing the rebels or only small factions of the Kurds?

It's split.

We're monitoring it. For the record, some international intelligence agencies are monitoring us for the same.

"All Kurdish forces" isn't a thing. There isn't a central Kurdish organization. But in general, the Kurds are sympathetic to the Council as they would presumably receive greater autonomy under a new more open and democratic government.

We do have about 50 nukes in Turkey, but their security is not in question. We have taken ample precautions, but even if we didn't, neither side wants to provoke us. Each side wants our support.

Split. Possibly 60/40 in favor of the rebels (as you call them). Within the military it's about 40/60 in the other direction.

Generally, though the UN is where Russia is making the most noise. France threatens a veto of supporting the government. Russia threatens to veto if it went the other way.

Ankara is the government's base of support. 

The President feels the embassy is fine, though extra security measures have been taken. Neither side wants to provoke us.
